Job Experience

Alphonso David is a civil rights attorney and advocate with experience in the private, public, and non-profit sectors. David currently serves as Bureau Chief for Civil Rights at the Office of the New York State Attorney General. In this capacity, David supervises Assistant Attorney Generals who investigate and prosecute allegations of discrimination in violation of state, federal and local laws and regulations. David also handles legal, policy and operational matters affecting the Bureau. Prior to joining the Attorney General’s Office, David served as Deputy Commissioner and Special Counselor to the Commissioner for the New York State Division of Human Rights, where he worked on legal, policy and operational issues affecting the Division. Specifically, David handled Division-related litigation, formulated agency-wide policies, and supervised five units, including the hearings unit, which processes individual complaints of discrimination.

Prior to entering the public sector, David litigated precedent-setting civil rights cases in federal and state courts around the nation as a Staff Attorney at Lambda Legal Defense and Education Fund, which is largest and oldest national legal organization committed to achieving full recognition of the civil rights of lesbians, gay men, bisexuals, transgender people and those living with HIV. He was a part of the legal team representing New York same-sex couples seeking the right to marry in the Hernandez v. Robles litigation. He was also lead counsel on Funderburke v. The New York State Department of Civil Service, Lambda Legal’s lawsuit seeking recognition in New York of a validly performed out-of-state marriage between a same-sex couple. In addition to his relationship rights work, he litigated matters involving parents and children and youth and schools, as well as claims of discrimination based on sexual orientation. Before joining Lambda Legal, David served as Corporate Counsel for Canyon at Peace Park, a corporation that provides addiction treatment, education, and counseling services in Malibu, California. David began his legal career as an Associate in the litigation and dispute resolution departments of Blank Rome LLP, working on an array of legal issues involving complex contractual disputes, insurance coverage, and white-collar criminal defense.

David holds a law degree from Temple University School of Law, where he served as Executive Editor of the Temple Political and Civil Rights Law Review and a member of the National Trial Team, which won the 1998 National Institute for Trial Advocacy Tournament of Champions. His publications include “Bragdon v. Abbott: The United States Supreme Court Redefines Disability under the Americans with Disabilities Act,” 9 Temple Political and Civil Rights Law Review 109 (1999). David served as judicial clerk for the Honorable Clifford Scott Green in the United States District Court for the Eastern District of Pennsylvania.
